1. The Objective
Investigate rumors of a secret trade agreement between Magistrate Joseph Strorm and The New-Lark Hegemony (a technologically advanced, non-religious foreign power from the Southern Isles).
The public narrative is that Waknuk is self-sufficient and pure. However, WLS intelligence suggests Strorm is trading high-grade, "untainted" grain for advanced surveillance drones and automated border turrets to suppress dissent and monitor "The Fringes."


2. The Intel Leak (Enter: "The Librarian")
The mission was triggered by a coded burst received on a secure WLS frequency. The sender used the handle "The Librarian." The message contained:
  • A manifest for a ship called The Zephyr, arriving at Rigo under cover of a "Purity Inspection."
  • A warning: “The Shepherd trades the bread of the faithful for the eyes of the devil. Look for the crates marked with the inverted cross.”

3. The Mission Log (Excerpt)


02:14 Hours: I breached the perimeter of the Rigo customs house. Using the WLS-MOD 3, I detected a high-density encrypted signal coming from inside a lead-lined container. It wasn't Magistrate tech—this was 'Old People' grade circuitry, likely from the Southern Isles.


03:45 Hours: I found the crate. Inside weren't grain sacks, but localized jamming units and thermal scanners. But more importantly, I found a small, handwritten note tucked inside a hollowed-out copy of The Repentances left on a nearby desk.


The Note: It wasn't a manifesto. It was a child’s drawing of a shining city with silver buildings and flying machines—a vision that shouldn't exist in the mind of anyone in Waknuk. On the back, a single sentence: “The Library holds the truth my father burns. Keep watching the shadows.”


4. The Investigation Trail
This mission provides two major clues for The Waknuk Library Service:
  • The Foreign Influence: Evidence that Joseph Strorm is a hypocrite, using forbidden tech to stay in power.
  • The Mole: The mention of "my father" and the drawing of the "Great City" points directly to someone inside the Strorm household.
